The Constitution of 1791

  • Laws were to be made by the National assembly, which was to be elected indirectly.
  • Only men above 25 years of age and who paid tax were allowed to vote. They were called as active citizens and the other men and women were called as passive citizens.
  • To become an elector and a member of the Assembly a man should be one of the highest taxpayers.
  • It was the duty of the state to protect the lives of the people, their freedom of speech, opinion and equality before law, as these are the natural rights of the people.
