Semon's law indicates that in partial paralysis of bilateral recurrent laryngeal nerve:

Abductors go before adductors
In partial paralysis of bilateral recurrent laryngeal nerve, abductors will go first so cord are held in adduction. In complete paralysis of recurrent laryngeal nerve, the cords are still held in adduction due to cricothyroid muscle supplied by superior laryngeal nerve. In complete paralysis of recurrent and superior- laryngeal nerve the cord are held in cadaveric position (mid position).
