Statement: “The Bridge was built at the cost of Rs. 128 crores and even civil bus service is not utilizing it, what a pity to see it grossly underutilized.”- A citizen’s view on a new flyover linking east and west sides of a suburb.
I. The building of such bridges does not serve any public objective.
II. There has to be some accountability and utility of money spent on public projects.

(i) INVALID: Not directly related to the statement. The statement shows that author points out at “underutilization” of the bridge. No where it is mentioned that such bridges don’t serve “any” public objective.
(ii) VALID: Root Cause. The citizen must have kept in mind the accountability and the utility of money spent, that is why he complaints about the underutilization.
