In a certain apparatus, a long wire along the z-axis carries a uniform charge on it. The resulting electric field outside the wire is directed away from the wire and has a magnitude given by

Charges near the wire experience forces due to the electric field. This is true of elementary particles, like electrons, as well as ions and molecules. Polar molecules have one end charged positively and the other end, negatively. The two sides of the molecule thus experience two forces.
