A state government PSU wants to purchase office furniture of its new head office which will be inaugurated after a month. The PSU flouted tender inviting proposals from the supplier of such furniture. At least 10 people approached the office with different proposals. While going through the list of the proposals, the project authorising officer did not have time to go all the proposals. So, as the first proposal fulfilled all the conditions mentioned in the advertisements, he approved that proposal. Can this procurement process be challenged by the other interested parties?
