Were , was bcoz 1st line says one of issues so one being singular and is refering to the end of the sentence so was at the end of sentnce. While issues discussed being plural is referred in the beginning of sentence so were.

Noun used after one of is used in plural form but verb in singular form as it means one thing.
Two sentence connected with relative pronoun(that, which...) then the verb used after the relative pronoun must be followed by its antecedent(noun/pronoun used just before it) .
So, (1) were and(2) was
