I. Every customer has a right to get bills regularly from the telephone company.
II. The customer’s complaints points to defect in the services which is expected to be corrected.

(i) VALID: Root Cause. The customer writes the letter to the editor assuming that every customer has a right to get the bill of the services used.
(ii) VALID: Desired outcome. He addresses his grievance to the editor with a desire that the services get corrected in the future.
