This is because of the design of barometer if u see it u will find that due to atmospheric pressure mercury is pushed inside the narrow tube because if u have studied fluid mechanics u will be knowing that when force is exerted on a fluid is not distributed but at every instant force is same therefore the pressure inside and outside remains same hopes it help u refer to diagram if barometer to understand better .
