The major cooling mechanisms are sweating and vasodilation. The efficiency of sweating decreases as the humidity increases, and vasodilation becomes less effective as the temperature rises, and counterproductive if it rises above body temperature. So, the conditions with the lowest humidity and temperature would allow the most efficient functioning.
